OVC FY 10 Enhanced Collaborative Model to Combat Human Trafficking (413 kb)
This joint funding program will support an enhanced anti-human trafficking law enforcement task force and victim service model designed to identify, rescue, and assist foreign and domestic, adult and minor, victims of human trafficking within the United States. A total of six cooperative agreements are expected to be awarded—three awards made by the Bureau of Justice Assistance (BJA) to support law enforcement agencies to coordinate the goals, objectives, and activities of the entire task force in close collaboration with the local U.S. Attorney’s Office and victim service provider partner; and three awards made by OVC to support a victim service organization to coordinate the provision of a comprehensive array of culturally and linguistically appropriate services to all trafficking victims identified within the geographic area impacted by the task force. FY 2010 Support for Victims of the September 11, 2001, Terrorist Attacks (103 kb)
With the approaching 10-year anniversary of the 9/11 terrorist attacks, victims need a centralized resource to provide access to needed services, such as mental health counseling and support, and information on activities related to the commemoration of these tragic events. Through this program, one cooperative agreement of up to $1,500,000 will be awarded to improve services and assistance by providing supplemental support and information-sharing resources to the families, emergency responders, survivors, and other victims of 9/11. FY 2010 Mass Casualty and Violence at Home and Abroad Conference (PDF 279 kb)
One cooperative agreement of $655,000 will be awarded to a nongovernmental organization, college or university, or public agency to plan and implement the Mass Casualty and Violence at Home and Abroad—OVC Assisting Victims of Crime 2011 Conference. The conference will provide 2.5-3 days of state-of-the-art training with national experts presenting workshops and keynotes on multidisciplinary teams and victim-centered approaches to assisting victims of mass violence. The applicant awarded funding under this cooperative agreement will work in close coordination and consultation with OVC in all aspects of the development of this conference.

FY 2010 Standards for Victim Service Programs and Providers (PDF 126 kb)
One cooperative agreement of up to $325,000 will be awarded to update an existing OVC resource entitled Standards for Victim Assistance Programs and Providers. The enhancement of this resource will update the document for contemporary relevance and promote competence and ethical integrity of victim service providers and quality and consistency of services for crime victims and their families. The grantee must reconvene the National Victim Assistance Standards Consortium in order to update the resource; work in close coordination and consultation with OVC to conduct outreach to targeted audiences to disseminate the kit as a capacity-building resource for the victim services field; and provide training on the utility of the enhanced resource. FY 2010 Identity Theft Victim Assistance Networks Program (PDF 129 kb)
One cooperative agreement of $650,000 will be awarded to a national nonprofit organization to establish collaborative regional, statewide, or community coalitions dedicated to improving the response (infrastructure, training, outreach tools, and direct victim assistance services) to victims of identity theft. The 3-year effort will include planning and outreach (year one); distribution of up to 9 competitive subawards to victim-serving coalitions and the provision of networking and training to those coalitions (year two); and evaluation and replication of program models (year three). FY 10 Enforcing Victims’ Rights: Direct Representation Through Legal Clinics (PDF 115 kb)
This competitive program will award one cooperative agreement of $800,000 to support the efforts of one nonprofit organization or educational institution to provide legal counsel and support services for victims who are involved in state, federal, and tribal criminal court cases as authorized under the Crime Victims’ Rights Act. Such legal counsel and support services will be provided through multiple pro bono victim legal clinics that afford victims with direct representation in the enforcement of their statutory and constitutional rights in criminal court. The grantee will provide intensive financial, administrative, and programmatic technical assistance and training to the legal clinics. A competitive program that will award one cooperative agreement of $375,000 to financially, programmatically, and administratively support approximately 60 subgrants of up to $5,000 each to communities and victim assistance organizations nationwide to conduct public education and awareness activities on crime victims’ rights and services in their jurisdictions during the 2011 National Crime Victims’ Rights Week; and to provide technical assistance to the subgrant recipient organizations. FY 2010 Services for American Victims of Domestic Violence Abroad (PDF 136 kb)
A competitive program that will award one cooperative agreement of $250,000 to (1) provide a comprehensive array of timely and high-quality services to American victims of domestic violence and their dependants who are residing permanently or temporarily overseas, including military bases; (2) develop, enhance, or expand the response to American victims of domestic violence abroad; (3) develop a series of bulletins addressing the critical knowledge gaps in servicing domestic violence victims and their dependents living abroad; and (4) produce a final report about the implementation of the project, including a discussion of successes, challenges, and lessons learned, that may be disseminated through OVC to the victims’ field. Public Awareness and Outreach for Victims in Underserved Communities (PDF 129 kb)
This program will grant up to 10 cooperative agreements of up to $100,000 each to raise the awareness within traditionally underserved populations about the needs of children exposed to violence, as well as to improve their knowledge about accessing services available to child victims. Awareness campaigns should focus on services available to child victims of violence within underserved and socially isolated populations including, but not limited to, those historically underserved due to race, socio-economic status, disability, or sexual orientation. Examples of targeted populations may include urban, high crime communities; communities of immigrants with limited English proficiency; American Indians; persons with disabilities and/or Deaf or Hard-of-Hearing; or members of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) populations. FY 2010 National Training Conference on Responding to Crime Victims with Disabilities (PDF 384 kb)
A competitive program that will award up to $800,000 to plan, execute, evaluate, and provide scholarships for a national-scope training conference for practitioners who respond to the victimizations of persons with disabilities. The conference must provide state-of-the-art, multidisciplinary training to enhance practitioner responses to victims with disabilities and to further strategic partnerships at the local, state, and national levels to enhance victims' access to the criminal justice system and needed services and support. Applicants are limited to nonprofit organizations that are national in scope and whose mission focuses on crime victimization or disability issues. FY 2010 Victim Assistance Professional Development Fellowship Program (PDF 124 kb)
This competitive program will award cooperative agreements of up to $135,000 each for up to six fellowships to support OVC's outreach activities. Helping Outreach Programs to Expand (HOPE) III (PDF 409 kb)
Four cooperative agreements of $250,000 and one cooperative agreement of $500,000 will be awarded to assess and expand the goals and impact of the crime victim services field. Grantees will collectively undertake a comprehensive analysis of the current state of the crime victims' field in the U.S., with each grantee conducting a critical portion of the analysis; and develop a consensus document that provides a philosophical and strategic framework for defining the role of the field in the country's response to crime and moving the field forward in the future. OVC FY10 National Day of Remembrance for Murder Victims (PDF 119 kb)
OVC will award one grant in the amount of $150,000 to plan and hold a national event on September 25, 2010, in Washington, D.C., to coincide with the 2010 National Day of Remembrance and produce technical assistance packets for victim service providers. The event will provide an opportunity to network and share knowledge with allied professionals and to disseminate information nationwide about the issues that surviving victims of homicide face and how to better support and serve those victims. | FY 2009 Services for Victims of Human Trafficking (PDF 354 kb)—This program will provide timely, comprehensive services to pre-certified victims of severe forms of human trafficking and enhance interagency collaboration and coordination of the provision of such services. Eligible applicants include those seeking continuation funding for existing OVC trafficking victim service initiatives and those from the specific geographic regions identified in the “Eligibility” section of this solicitation that can demonstrate that they have the support of the Bureau of Justice Assistance-funded Anti-Human Trafficking Task Force and the U.S. Attorney in their region. Grantees under this program are required to coordinate with an existing anti-human trafficking law enforcement task force. | FY 2009 Services for Domestic Minor Victims of Human Trafficking (PDF 296 kb)—Two cooperative agreements of up to $800,000 each will be awarded to identify promising practices in the delivery of comprehensive services to victims of sex and labor trafficking who are U.S. citizens or lawful permanent residents under the age of 18. Each demonstration site will provide comprehensive services to domestic minor victims of human trafficking; develop, enhance, or expand the community response to domestic minor victims; participate in a process evaluation funded through the National Institute of Justice (NIJ); and produce a final report that may be disseminated through OVC to the victim’s field. FY09 SART Conference 2011 (PDF 223 kb)—A competitive program that will award $500,000 to a private nonprofit organization or public agency to plan and implement the provision of state-of-the-art, multidisciplinary training to approximately 1,000 SART professional, including expert trainers and scholarship recipients, at the 2011 National SART Training Conference. OVC has provided funding in the amount of $235,000 under this grant to support scholarships for SART and law enforcement that covers conference fees, travel, and lodging expenses. This grant opportunity offers awards of $50,000 to $500,000 to private nonprofit organizations, including faith-based and community-based organizations, colleges or universities, public agencies, and tribal governments and organizations to support the development of national-scope training, technical assistance, and demonstration project initiatives. All initiatives must focus on improving the capacity of victim service providers and allied practitioners to advance rights and services to crime victims in a variety of areas, including child abuse, elder abuse, sexual assault, and stalking. The core requirements for the Recovery Act solicitation remain the same as the core requirements for the version posted to Grants.gov in December 2008. This Recovery Act solicitation includes additional goals, objectives, and certifications; quarterly progress reports; and revised performance measures. Additionally, applicants for multi-year projects must apply for all proposed funding in their applications and a single award will be made during FY09.
