If you have suffered a direct physical or emotional injury as a result of an act of international terrorism, as designated by the Attorney General, you may be eligible to receive reimbursement through ITVERP. If your family member has died as a direct result of an act of international terrorism, you, as a surviving family member, may be eligible to receive reimbursement through ITVERP.
To receive reimbursement you, the victim, must (at the time of the terrorism event) be either—
- An officer or employee of the U.S. Government, or
- A national of the United States.
- Specific Eligibility Criteria for Families of Victims – Immediate family members of persons who have been victims of an international terrorism event may be eligible for reimbursement. If the victim is a minor, incompetent, incapacitated, or is killed, a family member of the victim may submit a claim on behalf of the victim.
For purposes of the application for reimbursement—- A victim may be the person who was injured or a family member of a victim represented by a parent, child, spouse, sibling, or other legally designated representative.
- In either case, the victim or victim representative shall be known as the “claimant.”
- Time Limits for Eligibility –
ITVERP provides assistance for acts of international terrorism that occurred on or after October 23, 1983 to the present. The deadlines for making a claim are as follows:
- For acts occurring between October 23, 1983, and December 20, 1988, the deadline for filing a claim is January 28, 2011 (3 years from the effective date of the legislative change).
- For acts occurring between December 21, 1988, and October 6, 2006, the deadline is October 6, 2009 (3 years from the effective date of the program regulations).
- For all acts occurring after October 6, 2006, the filing deadline is 3 years from the date of the act of international terrorism.*
- For acts occurring between October 23, 1983, and December 20, 1988, the deadline for filing a claim is January 28, 2011 (3 years from the effective date of the legislative change).
- Directory of Crime Victim Services – If you find that you are not eligible for reimbursement under ITVERP, you may be able to find other resources for support within your state or local community.
