On January 19, 2010, at 2 p.m. ET, to commemorate National Stalking Awareness Month, OVC and OVW will present a Web Forum Guest Host Session on stalking in the workplace with Michael Proctor, former detective with the Westminster Police Department's Family Protection Unit, and Rebecca Dreke, Senior Program Associate, National Center for Victims of Crime Stalking Resource Center.

On December 8, 2009, OVC presented a Web Forum discussion on examining correlations between substance abuse and victimization with Dr. Steven Walker. If you missed it, a transcript is available online.

Coping With the Holidays

If you are experiencing bouts of sadness, anxiety, and other symptoms of holiday grief this season, help is available. OVC offers resources to help crime victims and their families and friends deal with grief issues, including suggestions from survivors for coping with the holidays and links to national organizations that provide support services to survivors and co-victims of homicide.

December 2009

Celebrating 25 Years of VOCA
Join OVC in commemorating the 25th anniversary of the signing of the Victims of Crime Act (VOCA). Congress passed VOCA in October 1984 based on findings from the President's Task Force on Victims of Crime and the work of victim advocates. VOCA created the Crime Victims Fund, which is financed by fines and penalties paid by offenders.

November 2009

On November 18, 2009, at 2 p.m. ET, OVC will present a Web Forum discussion on best practices for working with victims of gang violence with Jeffrey Bergman, a detective in Fairfax County Police Department’s Youth Services Division Gang Unit, and Pamela Kelly, a victim advocate in Fairfax County Police Department’s Victim Service Section.

October 2009

On October 26, 2009, in recognition of National Domestic Violence Awareness Month, OVC and OJJDP presented an OVC Web Forum discussion on best practices for helping children exposed to domestic violence. Sherry Hamby, Ph.D., and Miriam Berkman, J.D., M.S.W. hosted the discussion.

The National Association of VOCA Assistance Administrators (NAVAA), through a grant from the Office for Victims of Crime (OVC), is seeking proposals for innovative and collaborative projects to raise public awareness of victims’ rights and services in local communities during National Crime Victims’ Rights Week, April 18–24, 2010. The Bureau of Justice Statistics presented findings on crime experienced by people with disabilities drawn from the National Crime Victimization Survey (NCVS) at the Conference on Responding to Crime Victims with Disabilities (Sept. 30–Oct. 2, 2009). On September 30, 2009, OVC presented a Web Forum session on the sustainability of victim assistance programs with Jenifer Markowitz, project manager with the National Sexual Violence Resource Center. If you missed the discussion, you can view it online now!

September 2009

On October 19-21, 2009, the conference on Mass Casualty and Violence at Home and Abroad—OVC Assisting Victims of Crime, will be held, bringing together first responders, victim service professionals, policymakers, and experts in mass violence.

At the Conference on Responding to Crime Victims with Disabilities (Sept. 30–Oct. 2, 2009), the Bureau of Justice Statistics will present the first findings about nonfatal violent and property crime experienced by persons with disabilities drawn from the National Crime Victimization Survey. August 2009

The Office of Management and Budget has issued “Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009.” See Recovery Act Funding and OVC for more information.

OVC is accepting nominations for the National Crime Victims’ Service Awards, which recognize individuals and organizations that demonstrate outstanding service in supporting victims and victim services. Nominations are due September 30, 2009.

OVC announces the conference on Mass Casualty and Violence at Home and Abroad—OVC Assisting Victims of Crime, to be held October 19-21, 2009, in Arlington, Virginia. The conference will bring together first responders, victim service professionals, policymakers, and experts in mass violence.

At the National Professional Training Conference on Responding to Crime Victims with Disabilities (September 30–October 2, 2009), the Bureau of Justice Statistics will present the first findings about nonfatal violent and property crime experienced by persons with disabilities drawn from the National Crime Victimization Survey, one of the two measures of crime produced by the Department of Justice. OVC has released the FY 2009 Crime Victims Fund Compensation and Assistance Allocations, which are available on a state-by-state basis. 

OVC is pleased to announce that its online publication, Implementing SANE Programs in Rural Communities, has won the 2009 National Association of Government Communicators (NAGC) Gold Screen Award—awarded annually to government agencies and individuals for significant publication achievement.

The OVC-funded National Professional Training Conference on Responding to Crime Victims with Disabilities will be held September 30-October 2, 2009, in Denver, CO. For more information visit the conference Web site. Team scholarships worth up to $5,000 to attend the conference are available. Apply by July 1, 2009.

June 2009

On June 24, 2009 at 2:00 pm (eastern time), OVC will present a Web Forum Guest Host Session on best practices for working with LGBTIQ survivors of violence with Avy Skolnik from the New York City Anti-Violence Project. OVC has released the online-only Ethics in Victim Services Curriculum, designed to provide information and skills related to ethical standards in victim services and ethical decisionmaking. Use this download center to gather all the materials you'll need to conduct the training.

On May 13, 2009, the Office for Victims of Crime (OVC) held a Web Forum session on Responding to People Victimized by Individuals with Mental Illnesses. Guest hosts, Carol Dorris and Dr. James Reinhard, cohosted the online discussion, which remains active. Visit the OVC Web Forum today to participate and download a transcript of the event.

The Recovery Act of 2009 includes a direct appropriation of $100 million in grant funding to be administered by OVC. Recently, OMB released a memo describing how States can recover administrative costs related to Recovery Act programs and activities more quickly. May 2009

Celebrating Victims’ Rights: Attorney General Eric  Holder recognizes 10 individuals and programs for their service to crime victims during the April 24 National Crime Victims’ Rights Week Awards Ceremony held each year to honor heroic and hard-working individuals for their extraordinary service to crime victims.

Apply now for the National Victim Assistance Academy, to be held August 2-7, 2009, in Louisville, Kentucky. Continuing Education Units will be awarded to all participants who complete all the requirements of the Foundation-Level Training, Professional Skill-Building Institute, or Leadership Institute. Apply by June 30, 2009.

One cooperative agreement of $500,000 will be awarded to plan and implement the 2011 National SART Training Conference for approximately 1,000 SART professionals. Apply by May 14, 2009.

April 2009

OVC, with the New York State Crime Victims Board, has opened a Victim and Family Assistance Call Center for victims and family members affected by the tragic shooting in Binghamton, NY. Registration is now open for the prelude events leading up to National Crime Victims’ Rights Week in the Nation’s Capital. Events are free and open to the public; however, registration is required.

March 2009

OVC has released the online-only Victim Impact: Listen and Learn Curriculum, geared toward helping offenders to become aware of the impact that crime has on victims. Victims and survivors speak about their experiences in the accompanying video clips.

On March 18, 2009 at 2 pm (et), OVC and OJJDP are sponsoring an OVC Web Forum Guest Host Session on Providing Services to Victims of Bullying with Dr. Susan Limber and Dr. Patricia Agatston, coauthors of Cyber Bullying: Bullying in the Digital Age. If you missed the February 18th Session on Safety Planning for Teen Victims of Dating Violence, you can view it online now!

Register on or before March 16, 2009 for the Fifth National Sexual Assault Response Team Training Conference (May 27-29, 2009) at the reduced rate of $425.00. The registration fee after March 16, 2009 is $475.00. The OVC-funded event will feature 57 workshops, 6 keynote speakers, and an interactive improvisational closing performance.

International Association of Chiefs of Police is seeking entries for the IACP/LogIn Excellence in Victim Services Award, which honors law enforcement agencies demonstrating excellence in innovative services to victims through victim-centered best practices.  Check IACP's Web site for more information; entries are due by April 10, 2009.

OVC will award $500,000 to provide training and technical assistance to American Indian/Native American grantees who have received funding through the FY09 Children’s Justice Act (CJA) Partnerships for Indian Communities Discretionary Grant Program. Apply by April 6, 2009.

OVC will award up to $2.5 million to federally recognized tribes and nonprofit tribal organizations to improve the capacity of existing tribal systems to handle child abuse cases. Apply by April 6, 2009.

OVC invites applications for State Victim Assistance Academy (SVAA) grants to develop SVAAs in states where one does not yet exist. Up to six first-year awards of $35,000 are available for this 3-year project. Apply by April 1, 2009.

OVC has released the 2009 Resource Guide for National Crime Victims' Rights Week, April 26–May 2, 2009. Developed to help communities promote awareness of victim issues, this online guide includes camera-ready art files, public awareness posters, the 2009 theme DVD and screensaver, and more.

February 2009

On February 17, 2009, the President signed into law, the American Recovery and Reinvestment Act of 2009. More than $2.76 billion of the bill will go to the Office of Justice Programs (OJP) to develop the Nation's capacity to prevent and control crime, administer justice, and assist victims.

The Recovery Act provides for $100 million in funding for victim compensation and assistance. Of that $100 million, $47.5 million in formula funding will be directed to state agencies that administer VOCA-funded crime victim compensation programs, and an additional $47.5 million in formula funding will be directed to state agencies that administer VOCA-funded crime victim assistance programs. OVC will provide detailed guidance to the eligible state agencies on application and reporting requirements in the solicitations that are currently being developed.

Five million dollars of the $100 million will be directed to discretionary grant projects. That $5 million will be used to make awards under the currently open National Field-Generated Training, Technical Assistance and Demonstration Projects (NFG) competitive grant solicitation that is listed under current funding.

The NFG solicitation deadline has been extended to March 17, 2009. Please check back frequently for additional changes to the solicitation, including performance measurement and reporting requirements, the Catalog of Federal Domestic Assistance number, and statutory authorizing language.If you have completed an application for this NFG solicitation, please do not submit it without the changes that must be made as a result of the change in funding source.

January 2009

Apply by January 30, 2009, for the National Victim Assistance Academy to be held March 1–6, 2009, in Dallas/Fort Worth, TX. Continuing Education Units will be awarded to participants for completing the training and pre-Academy assignments.

Deadline Extended. The National Crime Victim Law Institute, through a cooperative agreement with OVC, is soliciting proposals from nonprofit organizations and institutions of higher education to establish pro bono crime victim legal clinics that will provide direct legal services to crime victims in criminal courts. Please note that this extended deadline only applies to applicants seeking to establish a clinic in Washington, D.C.

Stalking:  Know it.  Name it.  Stop it.  January marks the sixth annual observance of National Stalking Awareness Month. OVC is joining DOJ's Office on Violence Against Women and the National Center for Victims of Crime Stalking Resource Center to raise awareness of this violent, often deadly crime affecting more than 1 million women and nearly 400,000 men annually.

December is National Drunk and Drugged Driving Prevention Month (December 2009)

In honor of National Drunk and Drugged Driving (3D) Prevention Month, the National Highway Traffic Safety Administration (NHTSA) provides resources on their Web site to prevent drunk or drugged driving during the holiday season such as the 3D Planning Guide and a dedicated web site titled Stop IMPAIRED Driving.

Related publications and additional resources are available to assist drunken driving victims, service providers, and allied professionals.

October 2009

Serving Crime Victims With Disabilities (October 2009)

Disability advocates report an epidemic of victimization committed against people with disabilities, yet many agencies report they rarely serve these victims. A newly released study from the Bureau of Justice Statistics provides some concrete data on the number of people with disabilities who are impacted, Crime Against People With Disabilities, 2007.

Domestic Violence Awareness MonthOctober is Domestic Violence Awareness Month (October 2009)

With millions of families affected every year, domestic violence is everybody’s concern. VOCA funding through OVC supports victim assistance programs across the country, with victims of domestic violence accounting for nearly half  of victims served in 2007-08. Direct services include crisis counseling, referrals, emergency shelter, and criminal justice support.

September 25, 2009, marks the third observance of the National Day of Remembrance for Murder Victims, which honors the memory of homicide victims and acknowledges the resulting long-term trauma for families, communities, and the Nation. Victim Services in Rural Law Enforcement reviews the difficulties faced by victims in rural areas and how law enforcement officers are often the victims' only contact with the justice system. This resource also offers a blueprint for enhancing assistance in rural jurisdictions to assist law enforcement agencies in establishing their own programs.  This publication is now available in hard copy and may be ordered online through the Publications/Products menu of the National Criminal Justice Reference Service.

National Probation, Parole, and Community Supervision Week will be observed July 19-25, 2009. OVC supports the efforts of the law enforcement community and provides resources and publications on crime victims' rights and services for victims and professionals in the corrections field. A new resource on the OVC Web site is the OVC-funded curriculum Victim Impact: Listen and Learn, which is geared toward teaching offenders to become aware of the impact that crime has on victims and to take responsibility for their actions.

Training for Victim Service Providers (June 2009)

Apply now for National Victim Assistance Academy IV, to be held August 2-7, 2009, in Louisville, Kentucky. Continuing Education Units will be awarded to participants who complete all the requirements of the Foundation-Level Training, Professional Skill-Building Institute, or Leadership Institute. The 4th annual World Elder Abuse Awareness Day will be observed on June 15, 2009. OVC offers relevant publications and links to related organizations to assist victims of elder abuse, service providers, and allied professionals.

National Law Enforcement Officers Memorial Fund logoEach year the National Law Enforcement Officers Memorial Fund (NLEOMF) leads the Nation in commemorating National Police Week, which will be observed this year from May 10-16. Join NLEOMF on May 13 for the 21st Annual Candlelight Vigil in Washington, D.C., to honor the sacrifices made by our nation’s law enforcement.

OVC also recognizes the critical role of law enforcement in responding to victims of crime.

National Crime Victims’ Rights Week: April 26–May 2, 2009

To help you plan for the upcoming National Crime Victims' Rights Week (NCVRW), April 26–May 2, 2009, OVC has released its annual NCVRW Resource Guide online, which features materials to help communities promote awareness of crime victim issues, including:

National Youth Violence Prevention Week: March 23–27, 2009

Click on the Community Wheel and find out how you can get involved with The National Youth Violence Prevention  Campaign.  Each day of the week will focus on a specific violence prevention strategy. The Campaign will offer activities, information, and spokespersons to support each day's focus. To reinforce this week-long educational initiative, the Campaign is encouraging schools to host in-school violence prevention conferences on March 30th.

OVC also offers several resources on school and community issues, which provide information to help students cope with violence and address underlying causes of conflict.

OVC is offering a Web Forum in observance of National Teen Dating Violence Awareness and Prevention Week (February 2-6). More on this topic, including a Web Training series and webinars are available from the National Center for Victims of Crime (NCVC) Teen Victim Project.

January marks the 6th annual observance of National Stalking Awareness Month. OVC is joining DOJ's Office on Violence Against Women and the National Center for Victims of Crime Stalking Resource Center to raise awareness of this violent, often deadly crime affecting more than 1 million women and nearly 400,000 men annually.
