FY 2018 Tribal Set-Aside

The Commerce, Justice, Science, and Related Agencies Appropriations Act, 2018, (P.L. 115-141) for the U.S. Department of Justice (Department) created a 3 percent set-aside in the Crime Victims Fund (CVF) receipts allocated to OVC. OVC is responsible for administering grant award programs that are supported by the CVF, including the FY 2018 tribal set-aside.

Consultation with Tribes

The Department held a series of telephone calls with tribal leaders and representatives on June 12, 2018 and June 14, 2018 to discuss the administration of the Fiscal Year 2018 tribal set-aside to enhance services for tribal victims of crime.

The Department plans to hold future consultations about potential future set-aside funding from the CVF with tribal leaders and stakeholders regarding the tribal victim services field's needs, including a consultation in conjunction with the 16th National Indian Nations Conference: Justice for Victims of Crime December 5–7, 2018, on the reservation of the Agua Caliente Band of Cahuilla Indians, California. Funding Opportunity: FY 2018 Tribal Victim Services Set-Aside Program

Under the FY 2018 Tribal Victim Services Set-Aside Program solicitation, OVC will award eligible tribes, tribal consortia, and tribal designees grants to support a wide-range of services for victims of crime.

In developing the scope of activities allowable with this funding, OVC took into account input from tribal leaders and other stakeholders regarding needs for victim services in tribal communities.

OVC anticipates making up to $110 million available through this solicitation to support tribes to improve victim services.

This solicitation has a streamlined, two-phase application process for this unique program.

OVC conducted an optional, pre-application Phase 1 webinar on June 28, 2018. During the webinar, OVC staff reviewed the solicitation requirements and conducted a question and answer session with interested potential applicants. A recording of this webinar is now online:

FY 2018 Tribal Set-Aside Training and Technical Assistance Program

The primary goal of the cooperative agreement(s) awarded under the FY 2018 Tribal Set-Aside Training and Technical Assistance Program solicitation is to provide resources and training and technical assistance to Indian tribes, their designees, and tribal consortia that receive grant funds from OVC through the FY18 Tribal Victim Services Set-Aside Program, to enhance their response to victims of crime, their families, and the community.

OVC estimates that it will make up to two awards, of up to $1.325 million each, for an estimated total of $2.65 million, for a 3-year period of performance, beginning on October 1, 2018. OVC anticipates funding organization(s) with experience providing expertise on American Indian/Alaska Native (AI/AN) victim issues and support and training and technical assistance to AI/AN communities.
